Aug 13, 2019 The Windows Installer service uses the SYSTEM account to install software. The System doesn't have the latest version of the MSI installer. The System TEMP and TMP variables are not set to the default path C:windowstemp. In most cases, Windows defender should be turned off automatically during SEP installation.

Today I would like to describe you an interesting problem I had during my last receiver deployments. The start of the installation always failed with the message:
The configuration manager cannot be initialized.
After removing all old Receiver Installations the error still occurred. I cleaned up the registry and file system and removed everything which contained Citrix – but still the same error.
The next step was to use the Citrix Receiver Clean-Up Utility (CTX137494) – normally this tool removes everything related to old Receiver or Online Plugin Versions. But this time this didn’t fix the problem – after using the tool the same error was displayed like before. Time for a more intensive debug and check with procmon which files and registry keys are accessed during the setup start. And there it was – the setup tried to access the following registry key:

I removed the complete registry key and tried again to install the receiver – this time the setup started without any error messages and I was able to install the receiver.

Reason:Citrix 7.15 LTSR VDA will work on windows 10 OS build no 16299.98 or higher.

Quick work around:
1. Mount the ISO on Windows 10 machine.
2. Browse the folder in the media “x64Virtual Desktop Components”
3. Start installing “cdf_x64.msi”
4. you will receive error saying no previlages and all, don’t close the error.
5. open folder “C:Program Files (x86)Common FilesCitrix”
6. Rename or copy folder System32 in to SysWOW64
7. Close error and cancel installation.
8. Start VDA installation and it should work.

Its a quick work around to save time while installation, however install the patch KB4051963 or its replacement.
As per this article https://support.citrix.com/article/CTX229052 we need to install Microsoft update listed in KB4051963 for OS build no to be 16299.98 or higher
